Follow up on NuGet/NuGet.Client#4855 and dotnet/sdk#28564, dotnet/sdk#29017
- Reminder for once above 2 PRs merged then need to 2-3 add integrations tests for error checking.
- Add test to verify args list, see comment
- Address comment Add errors handling scenario for json output spec #11983 (comment)
