Current Behavior

NuGet.Client targets net6.0 for source-build.

Desired Behavior

Source build requires projects to build with the current TFM or a supported netstandard TFM in order to build without prebuilts. NuGet.Client currently targets net6.0 for source-build. This should be updated to net7.0.
