Salvage of #26406 (@aqilaziz) — first commit only (fix(tts): keep native audio outside Telegram voice delivery); the unrelated CI/discovery commits weren't picked.

Fixes Edge/local TTS output routing so MP3/WAV providers are only converted to OGG/Opus when the active session platform is Telegram. CLI/local sessions get native MP3 output.

Authorship preserved via cherry-pick. 2/2 opus-routing tests passing.
