Salvages #21585 by @helix4u.
Documents the protocol_violation event (worker exits successfully while task is still running) and adds the --max-retries / --failure-limit flags to the cli-commands.md reference.
Original branch was stale (other parts of the PR's intended diff already landed); applied the remaining residual onto current main. Authorship preserved via rebase merge.
