/goalturn budget always used the 20 fallback becauseGatewayRunner.configis aGatewayConfigdataclass, not the full user-config mapping — the existing(self.config or {}).get('goals', {})shape-check returned empty. Add_goal_max_turns_from_config()that tries the dataclass shape first, then falls back tohermes_cli.config.load_config()for the top-levelgoalsblock.Validation
