Salvages #20801 by @guillaumemeyer onto current main.

Summary

Adds per-platform gateway_restart_notification: bool = True on PlatformConfig. Gates all three gateway lifecycle pings (pre-restart drain, /restart originator reply, post-startup home-channel ping) behind a single per-platform toggle.

Default True — unchanged behavior unless an operator opts a platform out.

Why

Today restart pings are all-or-nothing. Operators running Hermes on both a private back-channel (Telegram DM) and a shared end-user surface (Slack workspace, Discord server) are forced to choose: either end users see "⚠️ Gateway restarting" noise in #general, or the operator loses their heartbeat on /restart. Per-platform matches how home_channel is already scoped.

Changes

gateway/config.py — new PlatformConfig.gateway_restart_notification field with to_dict/from_dict round-trip and _coerce_bool for quoted YAML.
gateway/run.py — four call sites consult the flag and log suppression at INFO: _notify_active_sessions_of_shutdown (active sessions + home channel), _send_restart_notification (marker file still cleaned up), _send_home_channel_startup_notifications.
Tests: dataclass round-trip + default + quoted-coercion; three async tests covering all three lifecycle messages including /restart marker cleanup.
scripts/release.py — add @guillaumemeyer to AUTHOR_MAP.

Validation

scripts/run_tests.sh tests/gateway/test_config.py tests/gateway/test_restart_notification.py tests/gateway/test_restart_drain.py → 83/83 passed.

Adds an opt-out toggle on PlatformConfig that gates both restart lifecycle pings: the "♻ Gateway restarted" message sent to the chat that issued /restart, and the "♻️ Gateway online" home-channel startup notification. Defaults to True so existing deployments are unaffected. The motivating split is operator vs. end-user surfaces: a back-channel like Telegram should keep these pings, while a Slack workspace shared with end users should not surface gateway lifecycle noise. Extend the gateway_restart_notification flag to cover _notify_active_sessions_of_shutdown — the message that fires just before drain ("⚠️ Gateway restarting — Your current task will be interrupted. Send any message after restart and I'll try to resume where you left off.") sent to active sessions and home channels. Same operator/end-user reasoning: on a Slack workspace shared with end users, "Gateway restarting" reads as "the bot is broken" — the operator should be able to suppress it consistently with the other two lifecycle pings rather than having a partial opt-out.
