pnpm_9 reached upstream end-of-life on 2026-04-30 (support schedule). This migrates openspec to pnpm_11 and bumps fetchPnpmDeps fetcherVersion from 3 to 4 (recommended in #494184 since the package needs a rebuild anyway).

OpenSpec v1.4.1 has no packageManager pin and ships a lockfileVersion: '9.0' lockfile, which pnpm_11 reads natively.

pnpm 9.x reached upstream end-of-life on 2026-04-30. Migrate to pnpm_11
and bump fetchPnpmDeps fetcherVersion 3 -> 4 since the package requires a
rebuild anyway.
