This is a follow-up pr from the previous cleanup pr, since it did well:

• pkgs/{by-name,development}: remove unused fetchpatch (and other) arguments #314137

Final pr for removing fetchpatch arguments 🎉 , targeting the remaining ones.

• Tested basic functionality of all binary files (usually in ./result/bin/)
