Description of changes

1. Remove astropy-helpers: it's an unnecessary build-time dependency.
2. Add oldest-supported-numpy and wheel as build-time dependencies.
3. Remove the pin on cython. I did it in a postPatch only in nixpkgs because upstream seems to pin on purpose.
4. Remove SETUPTOOLS_SCM_PRETEND_VERSION. It isn't needed when the package is on PyPI (it gets the version I think from the PKG-INFO file).
