Description of changes

The pinned setuptools version in pyproject.toml will be checked once we migrate to building Python packages with build.

This also:

1. Adds an explicit build-time dependency on wheel, which will be required soon.
2. Fixes a few URLs that now redirect to different ones (GitHub owner, homepage).

• Tested basic functionality of all binary files (usually in ./result/bin/)
• 23.11 Release Notes (or backporting 23.05 Release notes)
  • (Package updates) Added a release notes entry if the change is major or breaking
  • (Module updates) Added a release notes entry if the change is significant
  • (Module addition) Added a release notes entry if adding a new NixOS module
