Description of changes

This package needed the following changes:

1. Pull a patch to unpin setuptools version in its pyproject.toml.
2. Add wheel explicitly as a build dependency.
3. Moved the postPatch phase near to the patches in the code and remove only the coverage flags.
4. Remove the nose dependency, which is no longer used.
