This is needed to build zig on macOS Ventura because its support was landed in 0.10.0 and there's no plan to backport the support to 0.9.1 in the zig community.
Things done
It won't work until #194634 lands. This is more like a notice for maintainers and end users who find zig failing to build on macOS Ventura.
