Reasoning for backport

Hello! This is my first github issue, my sincere apologies if I've not done it correctly.

go-migrate on the unstable and 25.05 branches is on version 4.18.3 and panics when its run (i ran migrate --help to test)

go-migrate on 24.11 is version 4.18.1 and working well.

This request is mostly to notify the maintainers. I'm not sure if the correct action is to backport to the last stable version or some other fix.
