Motivation

Applies a workaround to enforce multiline formatting of lists to reduce code churn introduced in 93a42a5.

Context

Requested by @Ericson2314 in #13377. Hopefully this could be made configurable in meson, but for now this doesn't seem too painful of a workaround.
