- Making adjustments to graphQL to add 'hasLocalParameters' as a parameter for Computations
- Making UI changes to include Local Settings (local_parameters.json) via the Consortium Details view as well as the Wizard
- local_parameters.json are read in from the provided data path if it exists, otherwise a file is created when params are saved
- Adjusting seed
