For the consortium members, the Leaders panel should only start showing once the Leader notes text is saved by the owner. There should be no panel Leader notes panel shown otherwise.

The first time Owner started updating the Leader notes then the panel shows up for members and after that it stays. Even if owner updates the leader notes by deleting previous text , the panel should just stay there for members with the text being updated.
