Description
Nethermind rejects blocks as invalid due to InvalidWithdrawalsRoot

Steps to Reproduce
In order to replicate the behavior, please provide a detailed list of steps:

1. Run a Nethermind node using an OP chain where Isthmus is enabled. This was tested using base-mainnet.
2. Wait until Nethermind downloads blocks from peers.

Actual behavior
Nethermind rejects blocks as invalid due to an InvalidWithdrawalsRoot error from multiple different peers.

Expected behavior
Nethermind should accept these blocks since they're valid.
