Calico v3.30.3 has an issue with missing calico-apiserver permissions

Solution

• Implemented WA to patch calico-apiserver v3.30.3 manifest before applying - adding required permissions for staged network policies
• For permanent fix created issue in calico calico-apiserver v3.30.3 manifest missing permissions for staged network policies projectcalico/calico#11017
