- Changes were made to update the CSP models within HOPP (currently using daotk-develop branch on mjwagner2)
- added methods for setting and getting plant initial and final states
- added simulation start and stop to run a shortened horizon
- added "vacuum" arrays which shortens arrays to the length of the simulation
- added external dispatch targets inputs and control logic
for characterizing the cycle performance for external control
