Make O&M costs available to the battery storage dispatch models rather than just the financial models, due to their need to be considered for dispatchable technologies (e.g. battery storage).

Actual implementation will add a term for variable O&M cost into the relevant battery dispatch decision-making equations, in addition to the cycle penalty cost (cycle penalty costs represent degradation towards battery replacement, versus the O&M cost which is maintaining the battery while it is operational).

Ideally, this would happen for CSP and ETES models also, but that may be out of scope for this release, and for completeness the updates for those models would also need to consider startup costs etc in the cashflow.
