Describe the bug
-Wave module can be run with 1-hour resource data, but annual energy is triple-counting annual energy based on three-hour data assumption from Wave Hindcast dataset
-System power generated is reporting correctly

Expected behavior
-Correct module to properly account for annual energy for 1-hour, 3-hour, or subhourly data
