Upgrades the minigrid file to the final date of the upcoming SAM release, and updates the script to work with the changed parametric paradigm.
@sjanzou In order to update the file date, I changed the release date in SAM only. You'll still need to increment SSC, add the comment with the SSC version, and make the change in sam-private. Thank you!
