Describe the bug

1. Default state for PV-Battery / Commercial case is Monthly Power Targets with Time series grid power targets enabled instead of Monthly grid power targets:

Steps to reproduce the behavior:

1. Create default PV Battery / Commercial case.
2. On Battery Dispatch page, change dispatch option to Input grid power targets.
