Describe the bug
When testing another PR, I found that the NSRDB data for Chile was downloaded by SAM in UTC. Most other files are dowloaded in a local timezone. The default download options on the NSRDB website typically check the timezone adjustment, but "full disk" data (what's available for Chile) does not.
PSM v3:

To Reproduce
Steps to reproduce the behavior:
- Open a PV case
- Download data for South America using the advanced download options (example lat/lon -25.8, -69.35)
- Run the case or open the weather file
- Observe that the hours are shifted
Expected behavior
Timezone should be handled the same as PSM3.
