Describe the bug

When testing another PR, I found that the NSRDB data for Chile was downloaded by SAM in UTC. Most other files are dowloaded in a local timezone. The default download options on the NSRDB website typically check the timezone adjustment, but "full disk" data (what's available for Chile) does not.

To Reproduce

Steps to reproduce the behavior:

1. Open a PV case
2. Download data for South America using the advanced download options (example lat/lon -25.8, -69.35)
3. Run the case or open the weather file
4. Observe that the hours are shifted

Expected behavior

Timezone should be handled the same as PSM3.
