The first implementation of the grid outage feature still passes unmet load to the utility bill calculator. Thus, the user can see a utility bill for an outage that occurs for an entire year (should be zero, since power was not provided by the grid). Adjust the load metrics in cmod_grid (or similar) based on the outage timesteps.
