Describe the bug
When importing Solmetric Suneye PV shading files as an obstruction table, SAM sets the number of rows and columns in the table to 1. Workaround is to import an hourly shading file instead.
To Reproduce
Steps to reproduce the behavior:

Open the .sam file in sometric-suneye-tests.zip.

On the System Design page, click Edit shading.

Click Suneye hourly shading and open the Sky01ObstructionElevations.csv file.

Note that the most recent version of SAM in which this worked was SAM 2018.11.11 r4.
