Which battery dispatch pages are showing will have to be derived from the previous radio button dispatch options in the upgrade script when opening previous SAM versions in the new version.

To Reproduce

Open a SAM file from the previous version in the develop version. The default battery dispatch option is showing regardless of which battery dispatch option was selected.

Expected behavior

Battery dispatch pages reflecting the previously chosen dispatch option are chosen.
