Goals for 2021 release:

• Add the checkbox in the UI & new SSC variable

• Remove discharging constraints for custom and manual dispatch

Adjustments for automated dispatch can occur in a patch.

Following up on this - add capability to discharge to grid to the retail rates dispatch option to capture rates such as the California Net Billing Tariffs.
