-Callback error for indexing out of bounds found in battery capex table MIMO when switching to Flow Battery

To Reproduce

Steps to reproduce the behavior:

1. Go to PV Battery Single Owner
2. Change Battery chemistry to Flow battery (Vanadium or Iron)
3. See error

Expected behavior

Max cost value in the table should be used when the value exceeds the max capacity in the table, and the while loop should exit before going out of bounds
