Describe the bug
The latest PVSCM model says distributed PV should be $3.15/W, but the default in SAM is $4.07/W. The error appears to be that the PV+Battery developer overhead cost was applied to the models without batteries. Steps to reproduce the behavior:
- Open a PV-residential case (or PVWatts)
- Click on installation costs
- See error

Default costs should align with latest benchmark
