Describe the bug

Fuel cell fuel costs are shown in the cash flow for hybrid configurations:

But not in the "fuel cell" configurations:

The costs are included in the total O&M expense (note how the O&M lines shown add up to a number less than the total O&M cost)

Steps to reproduce the behavior:

1. Run a fuel cell case
2. Go to the cash flow
3. See error

Expected behavior

Fuel cell fuel costs should have a line item in the cash flow
