To replicate:

1. Download weather file with missing data here: https://sam.nrel.gov/forum/attachment/2096?download=1
2. Create a Wind / No Financial case.
3. On the Wind Resource page, check the box to use wind resource file on your computer.
4. Click Simulate.

The "invalid stof argument" is not helpful for troubleshooting the issue with the weather file.
