Describe the bug

-For PVWatts Wind Battery hybrids, the battery environment temperature is not scaling correctly when the wind time step is smaller than the pv time step. Investigate this behavior across all hybrid configs.

To Reproduce

Steps to reproduce the behavior:

1. Go to PVWatts Wind Battery Hybrid case
2. Select 1 hour PV resource file, subhourly wind resource file
3. Click simulate
4. See error

Expected behavior

Check on whether single value arrays can and should be passed to the cmod in this case. If a single temperature is set, the length of the array should not matter.
