Upgrading a fuel cell configuration from 2022.11.21 to 2023.12.01 transfers the dispatch variables correctly, but fails to set the UI variables for the dispatch page

To Reproduce

Steps to reproduce the behavior:

1. Load the attached SAM file:
   fuel_cell_upgrade_test.zip
2. Go to the fuel cell dispatch page.
3. Dispatch page is blank, rather than showing manual dispatch

Expected behavior

Manual dispatch page should be shown.

Additional context

I would consider punting this to patch 1, as there's an easy workaround of click on "fixed output" and clicking back to "manual dispatch"
