Describe the bug

If grid outage data is provided to hybrid batteries, they appear to run with zero critical load rather than computing metrics based on the specified critical load.

To Reproduce

Steps to reproduce the behavior:

1. Create a hybrids case
2. Specify critical load (any % of load)
3. Specify a grid outage
4. Run the case
5. Check for the grid outage outputs, they are missing

Expected behavior

Grid outage dispatch should produce critical load outputs when an outage is specified.
