Describe the bug

DView heat map has horizontal artifacts for 10-minute or smaller time steps. For example for 5-minute time step data:

To Reproduce

Steps to reproduce the behavior:

1. Create a Detailed PV case.
2. On the Location and Resource page, check Advanced download.
3. Click Download and add to library.
4. Click Find for the default location.
5. Select one of the 5-minute weather files and click OK.
6. On the Location and Resource page, select the 5-minute weather file from the library.
7. Run a simulation and go to the Heat Map tab to display the system power generated variable.

Expected behavior

DView should be able to display data down to one-minute time steps.

Operating System and Version

• Tested in SAM 2022.11.21 and Develop version of SAM 2023 in Windows 10.
