Describe the bug

-Fuel Cell - PV - Battery configs are showing dispatch options that follow electric load, when there is no electric or thermal load to dispatch to.

To Reproduce

Steps to reproduce the behavior:

1. Go to Fuel Cell - PV - Battery Single Owner
2. Click on Fuel Cell Dispatch
3. See 'follow electric load'
4. See error

Expected behavior

-Dispatch options need to be updated to not include load following fuel cell dispatch for FOM systems.
