SAM tests have been hanging on GitHub Actions for sometime.

Latest builds run all test configuration scripts locally on M1 machine MacOS 14.0 with XCode 15 without issue.

Steps to resolve:

1. Build and run locally on Intel based mac from develop branches of all repos
2. If step 1 fails locally, debug issue.
3. If step 1 passes locally, test different mac runners; or, additional workflow debugging
