To Reproduce

Steps to reproduce the behavior:

1. Download the PVsyst meteo CSV file attached to the Forum topic https://sam.nrel.gov/forum/forum-general/4322.
2. Create a PVWatts / No Financial case.
3. Click Macros, Solar Resource File Converter.
4. In the macro options, choose PVsyst CSV for the weather file format.
5. Click Run macro.
6. Script fails with error:

   Macro did not finish.
   [754] referencing unassigned variable:Header
   

Expected behavior

Better handling of weather files with semicolon delimeters.
