Describe the bug
When inputting 'Time Series Performance Losses' to simulate the soiling of heliostats in CSP, the output is not affected.
To Reproduce
Steps to reproduce the behaviour:
- Create New: Concentrating Solar Power, Generic Model or Power Tower Malten Salt, Single owner
- Run a simulation with default settings, save the results
- Go to 'Heliostat Field' (for Power Tower Malten Salt), Go to 'Time Series Performance Losses' at the bottom of the page and 'Edit Losses'
- Tick 'Enable time series losses', try Monthly for your convenience (lower number of inputs required) and add some losses for each month (say from a range of 0 to 20)
- Rerun the simulation, and compare the results: they are the same.
Expected behaviour:
Inputting 'Time series losses' should lead to a drop in Annual AC energy, NPV, increase in LCOE etc, but it doesn't.
Screenshots
Example: Without time-series losses

With Soiling Losses:

Operating System and Version
- OS: [Windows & macOS]
- Version [e.g. SAM 2022.11.21]
