Describe the bug

When inputting 'Time Series Performance Losses' to simulate the soiling of heliostats in CSP, the output is not affected.

To Reproduce

Steps to reproduce the behaviour:

  1. Create New: Concentrating Solar Power, Generic Model or Power Tower Malten Salt, Single owner
  2. Run a simulation with default settings, save the results
  3. Go to 'Heliostat Field' (for Power Tower Malten Salt), Go to 'Time Series Performance Losses' at the bottom of the page and 'Edit Losses'
  4. Tick 'Enable time series losses', try Monthly for your convenience (lower number of inputs required) and add some losses for each month (say from a range of 0 to 20)
  5. Rerun the simulation, and compare the results: they are the same.

Expected behaviour:

Inputting 'Time series losses' should lead to a drop in Annual AC energy, NPV, increase in LCOE etc, but it doesn't.
