Describe the bug

Instructions displayed in note window need to be updated for new Uncertainty page, but only for PVWatts and Detailed PV configurations. CSP and other configurations use old P50/P90 page.

To Reproduce

Steps to reproduce the behavior:

1. Create a PVWatts / No Financial case.
2. On the Location and Resource page, choose Download files for all years (P50/P90) instead of Default TMY file.
3. Click Download and add to library.

Expected behavior

Instructions should describe Uncertainty page for PVWatts and Detailed PV configurations, and P50/P90 for CSP, SWH, and other configurations that use the Solar Resource UI form.
