Describe the bug

Dollar credits that roll over from month to month are being applied to the bill without system and causing it to go negative:

Steps to reproduce the behavior:

1. Run the attached SAM file:
   bill_credits_bug.zip
2. Observe the bug on the cash flow page for the first case

Expected behavior

Net metering bill credits should only apply to net metering.
