Describe the bug

-Charging priority variables checked by manual dispatch do not apply for standalone batteries and are causing callback errors. Working on a fix.

To Reproduce

Steps to reproduce the behavior:

1. Start standalone battery - Commercial case
2. Go to Battery Dispatch page
3. See callback error on Manual Dispatch load
4. See error

Expected behavior

Standalone batteries should be excluded from these checks are these is no generation from which to make prioritization decisions.
