Describe the bug

For the Wind / Residential and Wind / Commercial configurations, the default for Land-Based Balance of System Cost Model and Offshore Balance of System Cost model have incorrect values, for example contingency percent of 1,128,050%.

These BOS models are designed for large-scale wind projects, so consider removing them from the residential and commercial configurations.

Also note that Wind / Single Owner and wind configurations for other PPA financial models have land-based BOS model labeled as v2.3.0.3, while residential and commercial are not, which seems like an oversight when the BOS models were updated for the PPA models.

To Reproduce

1. Create a Wind / Residential case.
2. On the Installation Costs page, expand the Land-based Balance of System Cost Model. Note the contingency percentage.
