Instead of using the toolkit-container to install the NVIDIA Container Toolkit, this change uses the debian packages from the packaging image directly. Signed-off-by: Evan Lezar <elezar@nvidia.com>

This PR is a rework of #1235 and does the following:
NestedRunnerto allow for tests to run in a container.nvidia-cdi-refresh.service.
