Description

During nemoclaw onboard, enabled brave search and provided API key.

Yet OpenClaw claims no search was enabled.

After configuring Brave Search in OpenClaw, it claims that web search is still blocked.

Reproduction Steps

1. Run nemoclaw onboard. Enable Brave Search and provide API key.
2. Give web search prompt such as "Research the current state of Electric Vehicle market in 2026. Identify top 5 projects, their technical architecture, and key challenges. Use Brave Search and web browsing to find primary sources (whitepapers, Github), not just news articles. Compile a detailed markdown report with a summary, project comparisons, and a list of sources.". OpenClaw will say that Brave Search is not enabled.
3. Ask OpenClaw to enable Brave Search by providing the Brave API Key.
4. Rerun the same prompt. OpenClaw will say that web search is still blocked.
