Description

After creating an entirely local onboarding config, once nemoclaw has been stopped. It will not start without providing an Nvidia API key.

Reproduction Steps

1. Run onboarding selecting only local inference via ollama.
2. Complete the process and test that it is functional via the web interface.
3. Run nemoclaw stop and reboot (optional).
4. Run nemoclaw start and observe the Nvidia API key request.
