When the installation process is interrupted, retrying the install results in a ‘failed to parse sandbox policy YAML’ error.

• OS: Ubuntu 22.04.5 LTS
• OpenShell CLI: 0.0.16
• NemoClaw: v0.0.1
• OpenClaw: 2026.3.11

[Steps to Reproduce]
0. Ensure No previous NemoClaw installation:
1. Run: curl -fsSL https://www.nvidia.com/nemoclaw.sh | bash
2. During onboard wizard (after provider selection, before sandbox creation), press Ctrl+C
3. Run: curl -fsSL https://www.nvidia.com/nemoclaw.sh | bash (re-run)  (or run nemoclaw onboard --resume)
[Expected Behavior]

The re-installation should be successful.
[Actual Behavior]

The re-installation failed with ‘failed to parse sandbox policy YAML’ error.
