Added input for IPH models with TES to specify an over-design fraction of HTF mass flow rate to the heat sink relative to the calculated design-point value. This option allows the heat sink to reach design-point thermal output when the HTF temperature is colder than design; e.g. using HTF from TES.

This pull request also contains minor improvements to the plant controller that improve convergence to the target thermal power when the plant approaches defocus conditions.
