ETES: remove tax incentive and switch financing debt mode#900

This pull request updates ETES defaults for Patch 1 as follows:
These new default settings will change both the calculated financials and annual charging/discharging profiles (because of change to PPA price). FYI @cpaulgilman and @qualand |
